A Comparative Study of Pre-University Education Reform Efforts in Russia and Japan and Their Potential Benefit in Egypt

Abstract

The current study aims to fulfil a number of proposed mechanisms which would contribute to reforming pre-university Education in Egypt based on the educational reform efforts adopted by both Russia and Japan. To achieve this aim, the research employed the comparative method. The following procedural steps have been taken:
Step One: Defining the general framework of the study (through shedding light on its problem, objectives, importance, methodology, limitations and steps, as well as defining the main terms in the study).
Step Two: Identifying the theoretical framework of the study which included a presentation of the intellectual foundations of educational reform in the light of contemporary educational thought; “normative theoretical framework”.
Step Three:  Describing pre-university education reform efforts in Russia and Japan.
Step Four: Conducting comparative analysis of pre-university education reform efforts in Russia and Japan in the light of the cultural context each.
Step Five: monitoring the reality of Egyptian pre-university Education, and related challenges in the light of contemporary educational literature.
Step Six: Developing a number of proposed mechanisms to reform pre-university Education in Egypt, taking into consideration the Russian and Japanese experience, and in accordance with the Egyptian cultural context.
