Abstract

The study aimed to identify the reality of the availability of leadership competencies among college managers at Al-Azhar University in light of the human resource management approach. This was pursued by examining the level of availability of human resource management practices (human resource planning, recruitment, training, and performance appraisal) and their impact on the development of leadership competencies. The study adopted the descriptive method, using a questionnaire as the main tool for data collection from a sample that included college managers, faculty members and their assistants, as well as the administrative staff. The findings revealed that the overall level of human resource management practices was moderate, indicating their limited utilization in supporting leadership competencies among managers. The results also showed some differences in the level of these competencies according to academic qualification, job grade, and years of experience, while no statistically significant differences were found with respect to gender or workplace. In light of these findings, the study proposed a framework aimed at enhancing human resource management practices in a way that contributes to developing leadership competencies among college managers, strengthens administrative leadership efficiency, and improves institutional performance at Al-Azhar University.
