Abstract

The transition to e-administration is not a of luxury, it is an inevitability imposed                                          
by global changes, the idea of integration, participation and use of information has become one of the determinants of success for any institution, Scientific and technical progress And the continuous demand to raise the quality of outputs and ensues the safety of operations have imposed all of these things that have called for administrative development towards electronic management of competitiveness between intuitions. it is no longer acceptable now to delay the implementation of operations under the pretext of improvement and refinement , due to the link between the availableto institutions the timing factor .
at the present time the world is changing. the world became very different from what it was before. It is a world of advanced and superior information technology.The world is moving towards information clusters and long-distance communication networks.Which provides information and enables communications across the Earth's surface.Many developed and developing countries are now moving to information societies.It develops its information industries.So that it can contribute to the growing global information market.It encourages investment in the information sector.In information systems that raise the level of education and the economy.
Accordingly, the establishment of technology centers to serve citizens within local government agencies..It is one of the important and necessary factors for developing information systems.Which leads to finding coordination and opening channels of communication and information exchange between these centers, institutions and government agencies.Which are contacted through the system to perform the required service without the citizen having to go through the trouble and difficulty of visiting these entities to perform his service
goals of Study ;
1/ Determining the efficiency of workers in achieving the objectives for which the technology center was established to serve citizens.                      
2/ Determining the effectiveness of the center’s work plan in meeting the needs of external beneficiaries and various back-office departments within the district.
3/ Identifying the obstacles that limit the efficiency and effectiveness of the center in achieving its goals.

Study results
1- The inefficiency of the workers in achieving the goals of the technology center to serve citizens in the neighborhoods in terms of capacity, speed, continuity, costs (expenses), human relations, and the lack of sufficient data storage devices commensurate with the number of workers in the center.
2- The shortcomings of the services provided by the Technology Center to the beneficiaries and the shortcomings of these services in meeting the needs of citizens who visit the Technology Center and the shortcomings of the communication channels between the Center and the external parties working on the same system.
