A Comparative Study of the literature on the Adoption of E-learning in Higher Education Institutions in The Kingdom of Saudi Arabia, New Zealand and Finland

Abstract

Developed and developing countries have been interested in e-learning in the higher education environment to contribute to building and disseminating knowledge, which affects the growth and success of society in all fields. The study discussed a number of issues e-learning. The results indicated that there is correspondents in some issues between the three countries, the Kingdom of Saudi Arabia, New Zealand, and Finland. As will as, the results of the study designated that there were no statistical significant differences between the average ranks of the three countries in dealing with three issues that are: “administrative issues”, “ethical issues”, and “evaluation issues.  While there are statistically significant differences at the level of significance of 0.05 between the average ranks of the three countries in dealing with "type of e-learning", "technical issues", "educational issues", and "technical applications issues". The results indicated that New Zealand dealt with administrative issues better than Saudi Arabia and Finland is evident, such as the issues of “adequacy of the e-learning support budget” and “clarity of e-learning policies”.  All three countries dealt with the technical issues of e-learning to a small degree, which is almost non-existent in Finland. Likewise, Saudi Arabia dealt with some educational issues better than Finland and New Zealand is also evident as the issue of "interaction between the teacher and the learners". It is also evident that Saudi Arabia excels in some assessment issues compared to Finland and New Zealand, such as the issue of “students’ assessment by electronic test” and “assessment by oral questions”, while New Zealand excelled in dealing with “self-assessment” and “students assessment by a project”. The superiority of New Zealand is evident in dealing with all issues of technology applications, compared to the countries of Saudi Arabia and Finland.
