Developing teacher incentive policies in Egypt based on the best international practices

Abstract

The study aimed at developing teacher incentive policies at pre-university education institutions in the Arab Republic of Egypt based on the best international practices. Good education is closely related to good policies provided to the teacher. The study focused on positive incentives (periodic - exceptional - moral); since they increase teacher’s motivation towards achievement and creativity, while negative incentives reduce teacher’s motivation and lead to the desire of achieving only the minimum level of performance without reaching high and distinguished levels. To achieve this, the study adopted the descriptive approach to describe and analyze the current teacher incentives in Egypt then comparing it with the best practices at the countries of the Organization for Economic Cooperation and Development (OECD). The study focused on Finland, the United States of America, the United Kingdom, Australia and Poland. The findings indicated a set of practices in the field of teacher incentives that can be effective in Egypt. The study presented a set of proposals related to policies of each employment and contracting, periodic incentive, exceptional incentive and moral incentive policies.
