Children's rights in Islam and international conventions as represented in Al-Dhiya' by Al-Utbi

Abstract

Childhood is one of the most vital stages of life because it lays the groundwork for later personality and productivity. Countries and organizations have launched legislation and laws that guarantee children’s rights and continue to make many efforts in this field, providing regular reports to show their fulfillment of these rights and legislation. Research, encyclopedias, and educational and Islamic sources are full of articles on children's rights, the laws regulating them, and the extent of their awareness, use, and application. The Sultanate of Oman pays special attention to early childhood through the spread of institutions for childhood upbringing, such as nurseries and educational institutions, in the various governorates of the Sultanate, ensuring that quality academic, social, and cultural services are provided at these institutions. These efforts translate the Sultanate’s belief that the childhood stage is essential and fundamental in life and is foundational in building children’s abilities and skills in forming lifelong social relationships with other children to provide the child with a sense of reassurance, psychological stability, and confidence. The Sultanate has taken strides in the field of Child Rights in the past decade, as it ratified the Convention on the Rights of the Child in 1996 and enacted the Omani Child Law in 2014. Child protection committees were also established in various governorates, in addition to launching a hotline to report child abuse in 2017. The Omani encyclopedias of jurisprudence, as a primary source for specialists and scholars, single out chapters to classify children’s issues, deal with them, and implement their rights. The current study uses an analytical approach to measure the extent to which children's rights are included in the Al-Dhiya book by Al-Utbi, as it is one of the mothers of the Omani jurisprudence encyclopedias.
