A Suggested Proposal for Overcoming the Challenges of the Emerging Saudi Universities in Light of the Requirements of the Concept of Productive University

Abstract

The study aimed to develop a suggested proposal to overcome the challenges that prevent the emerging universities from transforming into a productive university via revealing the status-quo of the obstacles and challenges in the fields of (educational process, scientific research, community service, administration and legislation, and the external environment of the university). The study adopted the descriptive survey approach, and the study community consisted of (52) individulas and only (40) completed the study instruments. The results of study revealed the existence of some obstacles and challenges, most notably the external environment of the university with a high degree as the value of the arithmetic mean was (4.17) followed by scientific research with a high degree (3.91), then came community service with a high degree (3.62) and management and legislation came with a high degree (3.61) and lasty came the educational process with a medium degree (3.28). Based on the results attained, a proposed framework was constructed that included the philosophy and justifications of the perception, its objectives, foundations, principles, stages of its implementation, requirements for its implementation and the difficulties arised as well as the limitations of application and solutions for such limitations.
