Requirements for Alternative Families to Bring up Children Deprived of Parental Care in Light of Islamic Human

Abstract

      One of the first requirements that international organizations and current positive laws called for is the issue of caring the child’s upbringing, care, attention and protecting their rights. Islam also called for comprehensive care for the child as one of the requirements for human rights based education. The children deprived of parental care is one of the social phenomena that threaten communities in all ages, which made it a must to found care institutions and their multiple forms. However, the existence of the child between their parents within a family in a healthy atmosphere may not be provided by care institutions to the required extent. This has led to the emergence of what is called alternative families, which seek to provide a family environment to care for children who are deprived of parental care that helps in a healthy growth. However, this system may face many challenges and problems in upbringing those children due to lack preparation of the family or the provision of the necessary requirements to embrace them. Therefore, the current research aimed at determining the necessary requirements for alternative families to bring up the children deprived of parental care in light of Islamic human rights based education, by identifying the philosophical framework of alternative families and their forms, shedding light on the factors leading to alternative families embracing children deprived of care, identifying the most important challenges facing alternative families and trying to provide solutions to face them, and pointing out the most important rights of children deprived of parental care in Islam and in positive laws. The descriptive method was adopted due to its suitability to the research topic and its goal. The non-structured interview tool was utilized to obtain the necessary requirements for alternative families, as it is one of the most appropriate tools for this topic to obtain correct and clear results. The research reached a set of theoretical and field findings that emphasized a set of religious, moral, social, material, scientific, psychological and health requirements for alternative families that enable it to embrace a child who lacks care and help to bring up them in a healthy way in a family atmosphere that is beneficial to the individual and to society.
