Performance-based Funding; an entry point for the development of applied colleges in Saudi Arabia in light of American models: a proposed model

Abstract

The study aimed to identify the theoretical frameworks for performance-based financing in higher education institutions, and performance-based financing models for American community colleges. To present a proposed performance-based financing model for the applied colleges in the Kingdom of Saudi Arabia in the light of American models, and in a way that is compatible with the Saudi society. The study followed the descriptive approach for its suitability to achieve its objectives. The research proceeded according to the following parts: The first part: which was concerned with identifying the theoretical foundations and frameworks for performance-based financing. The second part: dealing with the description of applied colleges in the Kingdom of Saudi Arabia (community colleges – previously -).The third part: reviewing the rich experience of the United States of America in implementing performance-based funding in community college by identifying the application policy of the states, most have 20 years of experience. The fourth part: presenting the proposed performance-based funding model for the applied colleges in the Kingdom of Saudi Arabia; Based on the research literature, analyzing the leading models in this field, and in a manner consistent with the reality and capabilities of applied colleges, in addition to benefiting from the opinions of a number of professors interested in applied colleges who contributed to the arbitration of the model, and then to its final formulation.
