A Proposed Strategy for Developing the Management of Community Partnership Programs in the Saudi Universities in Light of Strategic Management Model

Abstract

The present research aimed to identify the status-quo of managing community partnership programs in the Saudi universities, and develop a proposed strategy for developing the management of community partnership programs in Saudi universities in light of some international models. The researcher made use of the descriptive survey method, and a six-dimensional questionnaire was developed for collecting the study data, targeting workers in community partnership departments in Saudi universities (academics and administrators totaling 102 in 10 Saudi public universities); such universities were selected according to the geographical distribution of the Kingdom of Saudi Arabia, namely King Saud University, Imam Muhammad bin Saud University, Dammam University - Imam University Abdul Rahman Al-Faisal - University of Tabuk - University of Hail - King Abdulaziz University - Taibah University - King Khalid University - Jazan University.  The results of the research revealed that the achievement of the following dimensions: (Operations - Organizational Change Management - Strategy - Continuous Improvement) with a strong degree. The results showed the achievement of each dimension (Evaluation - Governance) to a medium degree, and a strategy was proposed to develop the management of community partnership programs in Saudi universities in light of some global models, which are the strategic program management model, the professional management model, and the program managers competencies model. The proposed strategy included five main stages (strategic planning, strategic analysis, designing the strategy, then defining implementation mechanisms, and finally follow-up and evaluation). The proposed strategy included eight strategic objectives related to programs, projects and plans to achieve them. The researcher recommended taking advantage of the proposed strategy and designing a training program to raise the efficiency of managers of community partnership programs in universities, in addition to raising the organizational level of community partnership in Saudi universities, and strengthening its governance in light of governance standards.
