Developing Education Leaders Selection Criteria in Light of Public Job Ethics and Code of Conduct

Abstract

The study aimed at developing the general criteria for selecting the MOE's education leaders in light of the public job ethics and code of conduct through identifying the criteria currently adopted in selecting MOE's education leaders. Furthermore, the public job ethics and code of conduct can be utilized in building the proposed general criteria matrix for selecting education leaders. The researcher followed the documentary descriptive approach in analyzing and investigating the criteria included in the Regulation of Controls and Guidelines of Assigning Educational Job Holders. The criteria included in the Saudi Ministry of Human Resources' public job ethics and code of conduct were also analyzed and investigated. Then, a matrix of proposed general criteria to develop the selection of education leaders in light of the public job ethics and code of conduct was reached. Additionally, the validity of criteria, appropriateness of articles in terms of syntactic and linguistic structure, affiliation with the domain they were categorized under, and suitability to the criterion they were designed to measure all had been considered and reviewed by (15) arbitrators. The study findings reached three major criteria for selecting MOE's education leaders: (qualifications and experience, knowledge and skills, public job ethics and conduct). In addition, nine sub-criteria under the main ones were added as follows: (academic qualification, educational and practical experience, academic experience, academic knowledge, personal skills and attributes, general ethics and conduct, attitude and behavior toward the public, attitude and behavior toward superiors and coworkers ,attitude and behavior toward subordinates, and prohibitions). Each sub-criterion also includes detailed criteria. The study also recommended that the criteria developed in this study should be taken into consideration. It also stressed the significance of updating the Regulation of Controls and Guidelines of Assigning Educational Job Holders, which will, God willing, efficiently contribute to enhancing and improving the level of educational services. The study highlighted the importance of enforcing the criteria of public job ethics and code of conduct in the process of nominating and selecting leaders since they are considered as an essential aspect of job requirements that the Ministry of Human Resources' employees must implement. Moreover, personal tools and metrics should be developed to measure the attributes required in education leaders.
