هدفت الدراسة إلى التعرف على دور السياسات الحکومية في الکويت في الحد والوقاية من جرائم الفساد المالي والإداري، والتعرف على المعوقات التي تواجهها، والکشف عن الوسائل المعززة لدورها في مکافحة الفساد في دولة الکويت وذلک من وجهة نظر العاملين في السلک القضائي في دولة الکويت.  استخدمت الدراسة لتحقيق أهدافها المنهج الوصفي التحليلي، واستخدام أداة الاستبيان لجمع البيانات، وتکونت عينة الدراسة من 174  قاضٍ وعضو نيابة عامة والذين تم اختيارهم عشوائيا بطريقة طبقية تناسبية، ويشکلون ما نسبته 14.27 % من مجمل العاملين في السلک القضائي في دولة الکويت.  أظهرت نتائج الدراسة أن المستوى العام لدور السياسات الحکومية في دولة الکويت في الحد من جرائم الفساد المالي والإداري والوقاية منها في المجتمع الکويتي جاء بدرجة متوسطة، وقد بلغ المتوسط الحسابي العام لإجابات عينة الدراسة (2.987)، وأظهرت النتائج أن المستوى العام لمعوقات دور السياسات الحکومية في دولة الکويت في الحد من جرائم الفساد جاء بدرجة مرتفعة، وقد بلغ المتوسط الحسابي العام (3.782)، وبينت النتائج أن من أهم هذه المعوقات تتمثل في المرکزية في اتخاذ القرارات المالية والإدارية في أجهزة الدولة، وعدم تحديد الصلاحيات الوظيفية في الهيکل التنظيمي للعاملين في المناصب العليا في المؤسسات العامة. وبينت النتائج أن من الاساليب المساعدة   لتعزيز دور السياسات الحکومية في دولة الکويت في الحد من جرائم الفساد المالي والإداري والوقاية منها تتمثل في تفعيل دور المواطن على المشارکة التفاعلية بين الأجهزة الرقابية للکشف عن حالات الفساد والتبليغ عنها، وتعاون دولة الکويت مع المؤسسات الدولية لإيجاد سياسات حديثة لمواجهة الفساد الإداري والمالي.
The current study aimed to identify the role of government policies in Kuwait in reducing and preventing crimes of financial and administrative corruption, to detect the obstacles they face, and to reveal the means of enhancement roles in fighting corruption from the viewpoint of workers in the judiciary system in the State of Kuwait. The study made use of the descriptive analytical method and a questionnaire for collecting the target data. The study sample consisted of 174 judges and members of a public prosecution who were randomly selected in a proportional class manner, and they constitute 14.27% of the total workers in the judiciary in the State of Kuwait. The results of the study showed that the general level of the role of government policies in the State of Kuwait in reducing financial and administrative corruption crimes and their prevention in Kuwaiti society was medium, and the general arithmetic means of the study sample answers reached (2.987). The results showed that the general level of obstacles to the role of government policies in the State of Kuwait in the reduction of corruption crimes was high, and the general arithmetic mean reached (3.782). The results also showed that one of the most important obstacles is the centralization of financial and administrative decisions in state agencies and the failure to define job powers in the organizational structure of workers in senior positions in public institutions. The results indicated that one of the assisting methods to enhance the role of government policies in the State of Kuwait in reducing and preventing crimes of financial and administrative corruption is to activate the role of citizen in the interactive participation between the regulatory agencies to detect and report cases of corruption, and the State of Kuwait cooperate with international institutions to find modern policies to confront administrative and financial corruption.
