وضع تصور مقترح لتطوير الأقسام العلمية  في الجامعات السعودية
وکانت من أهم توصياته:
تطوير الأقسام العلمية في الجامعات.
ضرورة تأهيل رؤساء الأقسام العلمية.
مراجعة معايير انتقاء وتعيين رؤساء الأقسام.
الاهتمام ببرامج خدمة المجتمع وفتح قنوات اتصال مع مختلف قطاعات ومؤسسات المجتمع، وحصر الکفاءات والخبرات المتاحة في کل قسم وإعداد دليل يوزع على الجهات المهنية
