حوکمة عمليات إدارة المعرفة بالجامعات المصرية "نموذج مقترح" Governance of Knowledge Management Processes in Egyptian Universities “A Proposed Model”

الملخص:هدفت الدراسة إلى مناقشة أسس حوکمة عمليات إدارة المعرفة بالجامعات، وبيان أبرز مقوماتها، وتقديم نموذجاً مقترحا لحوکمة عمليات إدارة المعرفة بالجامعات المصرية باستخدام منهج البحث الوصفي، فعلى الرغم من أهمية عمليات إدارة المعرفة بالجامعات المصرية، إلا أنها تواجه العديد من أوجه القصور التي تحد من فعالية تلک العمليات ومن قدرتها على تحقيق أهدافها التي تدور حول استثمار المعرفة وتنميتها وابداعها ومشارکتها، مما يتطلب ضبطاً لتلک العمليات لضمان قدرتها على تحقيق أهدافها. وتعد الحوکمة المؤسسية مدخلاً إدارياً معاصراً يمکن توظيفه في تحقيق حوکمة عمليات إدارة المعرفة بالجامعات المصرية، من خلال عدة أبعاد يمکن أن تسهم في تحقيق ذلک لعل أهمها: الشفافية والافصاح، المساءلة، المشارکة الفعالة، الإدارة المالية الرشيدة، العدالة والمساواة، الالتزام بالقانون، التمکين، الفعالية المؤسسية ، وکلها أبعاد ذات ارتباط وثيق بالمعرفة وإداراتها بالجامعات. وأشتمل النموذج المقترح على عدة جوانب تتعلق بالافتراضات الأساسية التي ينطلق منها النموذج المقترح، والهياکل الحوکمية التي يتم من خلالها تحقيق حوکمة عمليات إدارة المعرفة بالجامعات، والمراحل والإجراءات الخاصة بحوکمة عمليات إدارة المعرفة، ومتطلبات نجاج النموذج المقترح.
The study aimed at discussing foundations of the governance of knowledge management processes in universities, clarifying the most prominent components, and providing a proposed model for the governance of knowledge management processes in Egyptian universities using the descriptive research method. Despite the importance of knowledge management processes in Egyptian universities, they face many obstacles that limit their effectiveness and ability to achieve their goals revolving around investing, developing, creating and sharing knowledge, which requires controlling these processes to ensure the ability to achieve their goals. Institutional governance is a contemporary management approach that can be used to achieve the governance of knowledge management processes in Egyptian universities through several dimensions that may contribute to achieving this; perhaps the most important of which are: transparency and disclosure, accountability, effective participation, good financial management, justice and equality, adherence to the law, empowerment, and Institutional effectiveness. All these dimensions are closely related to knowledge and its management processes at universities. The proposed model included several aspects related to the basic assumptions from which the proposed model is based, the governance structures through which the governance of knowledge management processes in universities is achieved, the stages and procedures for the governance of knowledge management processes, and the requirements for the success of the proposed model.
